Fit the container you are actually in
A 12 second joke should not be padded to 45. A tutorial that needs 70 seconds should not be chopped into nonsense to chase a myth about "the algorithm length." Watch where your own viewers leave. If they finish 20 second videos and abandon 90 second ones at the same spot, your middles are long, not your format.
Some products now pay or distribute differently once a video passes a minute, and some viewers like a slightly longer short they can settle into. That is a test, not a law. Publish the length the story earns, then try a longer cut of a proven topic if you want the extra room.
